This CIA declassified document was recovered from the internet archive. It was declassified in 2004. This document is from Major George Hunter White (head of OSS counter–intelligence operations in the US) to John C. Hughes (Chief of OSS New York Area Branch; later US Permanent Representative on North Atlantic Council; Board Chairman, Free Europe Committee Ref: Bernard Yarrow papers ). See below excerpt:
“In November 1942 Mr. Yarrow resigned his assistant district attorney post and joined the Office of Strategic Services (OSS), a United States World War II intelligence agency and a predecessor of the Central Intelligence Agency. General William Donovan, the Director of the Office of Strategic Services, designated Yarrow as a special assistant, a post where Yarrow readily consulted Donovan and other high ranking OSS officials. He worked in the New York Division of OSS, reporting to John Hughes, head of the Division.”
White to Hughes CIA document excerpt:
“Confirming our conversation of this date I suggest that an inquiry be made relative to the foreign circulation of such periodicals as the New York Times, Life and Time Magazine, Army and Navy Journal, Inventors Journal, etc. It is obvious that if these periodicals are dispatched by airmail to Lisbon, for example, the German authorities there will immediately relay the periodicals to the proper authorities in Berlin. If it is possible; if it has not already been done; and if it is within our province I suggest that we could utilize this situation to our advantage by “planting” articles in such foreign edition for the benefit of enemy consumption…”

- Major George Hunter White later managed MKULTRA’s sub-project 149 Operation Midnight Climax*, a joint CIA/FBI blackmail project in which unwitting “johns” were given drinks spiked with LSD by CIA-managed prostitutes, and whose exploits were videotaped from behind two-way mirrors at posh hotels in both New York and San Francisco; White was the “wet work” CIA agent held publicly responsible as actually carrying out the murder of Frank Olsen to shut him up, despite the many attempts by the CIA to have his death portrayed as a suicide; he worked with Abramson and Bateson on the MKULTRA LSD project at the Menlo Park VA hospital (Stanford University), along with Ken Kesey and Willis Harmon, as well as Al Hubbard.
- *I believe this also had something to do with MKULTRA sub-project 42, but I have to double-check that.
Abramson was also directly implicated in the assassination of CIA agent Frank Olsen, because of possible security breaches by Olsen, who had seen things at the British corollary human-experimentation site Porton Down. Things which caused him to seriously question the sanity of the men whom he had been working with. See Brotherhood Series articles.

Per another CIA document referred to as OSS Truth Serum – White (and a St. Elizabeths Doctor – Watson W. Eldridge) was mixed up in using cannabis (pot) as part of interrogating prisoners:
“On October 31, 1942, at the request or the Psychological Warfare Branch of N.I.S., the National Research Council activated a committee to investigate the feasibility of using drugs in the interrogation of Prisoners of War. Responsibility for the facilitation of the Committee’s efforts was transferred from N.I.S. to the Office of Research and Development of OSS on January 1, 1943.
The original committee consisted of Dr. Winfred Overholser (chairman), Prof. of Psychiatry at George Wash. U. and Director of St. Elizabeth’s Hospital, Wash., D.C.; Dr. John Whitehorn, Prof. of Psychiat, at Johns Hopkins; Dr. Edward A. Stricker, Prof. of Psychiat. at U. Pa.; Dr. Lawrence S. Kubie, Assoc. in Neurol. at the Nurological Institute N.Y.C. Liaison officers on the committee were: Mr. E.P. Coffy, Director of F.B.I. Labs.; Mr. J.H. Anslinger, Commissioner of Narcotics in the Treasury Dept.; Admiral Charles S. Stephenson of the Navy Bu. of Med. and Surg.; Col. R.D. Halloran of the Surgeon General’s Office; and Lt. Col. R.E. Locker of Military Intelligence Service. Commander Cushing, attached to the N.D.R.C., coordinated the committee. More recently its work has been assisted by Dr. Watson W. Eldridge of St. Elizabeth’s Hosp. and Captain George H. White and James A. Hamilton of OSS.”

White’s background in the OSS began in 1942, where he was selected for training at Camp X, which was actually run by one of the main British MI6 spymasters.
The area is known today as Intrepid Park, after the code name for Sir William Stephenson of the British Security Coordination.
Camp X was established December 6, 1941 by the chief of British Security Coordination (BSC), Sir William Stephenson, a Canadian from Winnipeg, Manitoba, and a close confidante of Winston Churchill and Franklin Delano Roosevelt.The camp was originally designed to link Britain and the United States at a time when the US was forbidden by the Neutrality Act to be directly involved in World War II.
Before the attack on Pearl Harbor and America’s entry into the war, Camp X opened for the purpose of training Allied agents from the Special Operations Executive, Federal Bureau of Investigation, and American Office of Strategic Services (OSS) intended to be dropped behind enemy lines as saboteurs and spies. However, even before the United States entered the war on December 7, 1941, agents from America’s intelligence services expressed an interest in sending personnel for training at the soon to be opened Camp X. Agents from the FBI and the Office of Strategic Services (forerunner of the CIA) secretly attended Camp X. Most notable was Colonel William “Wild Bill” Donovan, war-time head of the OSS, who credited Sir William Stephenson with teaching Americans about foreign intelligence gathering. The CIA even named their recruit training facility “The Farm”, a nod to the original farm that existed at the Camp X site.
Camp X was jointly operated by the BSC and the Government of Canada. The official names of the camp were many: S 25-1-1 by the Royal Canadian Mounted Police (RCMP), Project-J by the Canadian military, and Special Training School 103 by the Special Operations Executive, administered under the cover of the Ministry of Economic Warfare (MEW).
It was at Camp X that the OSS operated an “assassination and elimination” training program that was dubbed “the school of mayhem and murder” by George Hunter White, who trained at the facility in 1942.
“George White received his earliest indoctrination into the art of clandestine operations in 1942 at the ominously named Camp X. Located on the north shore of Lake Ontario, between the Canadian towns of Oshawa and Whitby, the camp was the first paramilitary training school in North America. Established in December 1941, just one day before the Japanese attacked Pearl Harbor, the 270-acre site was operated by Britain’s ultra-secret Special Operations Executive. SOE had been formed as a branch of MI-6 in July 1940, after Winston Churchill instructed his military advisers to counter Nazi blitzkrieg victories and ‘set Europe ablaze.’ SOE’s first order of business was to recruit and train hundreds of secret agents, who were responsible for advancing sabotage, subversion, and organized resistance against Axis occupied areas. Camp X, also called Project J and STS-103, offered its carefully selected students a full curriculum in the techniques of guerrilla warfare, covert action, and assassination. In his diary entry for February 28, 1942, just three days after he arrived there, White referred to the Ontario site as ‘the school of murder and mayhem.’
“Training at Camp X was extremely rigorous. Recruits were routinely roused well before dawn to perform several hours of strenuous physical exercise before they were allowed a Spartan morning meal consisting of little more than a glass of milk and a hard roll. Then it was on to a full day of classes with instructions on subjects like ‘Close Combat,’ ‘Small and Concealed Weapons,’ and ‘Silent Killing.’ The camp featured a number of extremely difficult ‘infiltration courses,’ one of which featured a large swamp dubbed ‘Lake Oshawa’ by SOE instructors; for more substantial water exercise, the frigid waters of Lake Ontario were only twenty minutes away. Camp X’s training ethos was kept simple; it revolved around the mantra, ‘Kill or be killed.’ Several times a week, trainees would participate in group jiu jitsu training, led by their chief instructor, British Major William Ewart Fairbairn, during which words were chanted, in cadence with martial movements, for hours on end*. Said one former student years later, ‘It turned our values upside down and we wondered about he crazymaking a world fit for terrorists.‘”

- *This sounds exactly like some of the crazy drills that students and Sea Organization members had to do in the Church of Scientology. These are mind-repatterning or “breaking” drills.
Even as White was undergoing his own basic training he was also being groomed to become a trainer or “master” of spies – himself. Also called a handler.
“White was sent to Camp X not only to be trained, but also to become a trainer himself, which he did when he was assigned in 1942 as Branch Chief of Schools and Training for the OSS Counter-Espionage Division in Washington D.C. Subsequently, he became Deputy Chief of Counter-Espionage, or X-2, as it was commonly called. In his trainer role, White rotated among several secret sites, including Area B3, a 9,000-acre center hidden away in Maryland’s Cotoctin Mountain Park, a few miles from today’s Camp David Presidential retreat. Another secret training site was known as Area A2, a 5,000-acre wooded site near Quantico, Virginia. ‘The Farm,’ located forty miles from Washington, D.C., was a third site. White’s own training continued, as well. In May 1942, together with Garland Williams and Phillip Strong, White took a brief break from his trainer’s position to attend a six-week advanced commando and parachute school in Virginia.
“Among White’s first OSS students were several novice officers who would later become top CIA officials: Richard Helms, Frank Wisner, Jr., James Jesus Angelton, Lyman B. Kirkpatrick, Jr., Thomas Karmessines, and William Colby. Several other notable students were anthropologists Carlton S. Coon and Gregory Bateson, psychologist Dr. James Hamilton, future Federal Narcotics agent Howard Chappell, and Alfred M. Hubbard, an elusive and fascinating figure who arrived at OSS’s Area B fresh from a stint in prison.”

White also had close ties to mob boss Meyer Lansky, working with him on assassinations and other unsavory activities.
Here’s an interesting bit about Dr. Overholser, chairman of the Truth drug committee of the OSS, and super-intendent of St. Elizabeths.
Particularly this, is of interest:
“Dr. Overholser and a party of Public Health Service and Interior department officials have been touring Alaska “from Ketchikan to Kotzebue” the past two months, studying the possibilities for establishing mental-health clinics in the territory.
…said he would make “strong recommendations” …that such clinics be set up at strategic spots throughout the territory as soon as possible.
Quote: There are absolutely no facilities in the whole vast territory for caring for mental-health cases.”
Could this be the alleged “Alaskan Bill” of establishing a remote place to send mental patients for experimentation and incarceration, that L. Ron Hubbard later mentioned in his Scientology writings? Whatever that may be, this is actually much worse. But, that will be covered in articles here at our blog later on..
