Plans for the Specific Functions of the Psychology Division – Profiling America



This CIA declassified document was recovered from the internet archive. It was declassified in 2004. This document is from Robert C. Tryon. (head of the psychology division) to Mr. Dillon. It is an outline of the functions of the psychology division, what is probably not commonly known is that one of its very first areas of interest is basically profiling all social strata of the United States to better influence the American people.

For example:

“The first problem is a tentative determination of certain urban and rural areas representative of the United States.”

“…the socio-economic group structure will be defined, that is, the geo-communal boundaries of working class, middle class, upper class, and of religious, ethnic and other groupings.”

“The third problem is to work out the social dynamics of these groups in each area, that is, the character of the leadership, the techniques of control of members, group symbolism, membership mobility, communication, the nature of conflicts within each group and between groups, group motives and incentives, etc. “

Such background material is crucial if we are properly to evaluate the state of morale of the people of any country. In a long-term program the obvious necessity would be to work progressively throughout the United States discovering the structure and social dynamics in all areas, proceeding from the numerically and economically superior areas to the smaller.


Notice this please – as you need to understand that this program is NOT about World War II – that’s only its justification. This line tells you what all this is really about – a long term plan to get control of America’s “mind”.


In a long-term program the obvious necessity would be to work progressively throughout the United States discovering the structure and social dynamics in all areas


That program, includes raiding all private records of any mental patient of any kind anywhere, all in the quest for “figuring out” and watching for signs of “change” in Americans – change against the British Slavemasters ONE WORLD AGENDA.

For example:

Functions of Abnormal and Clinical sections (of the Psychology department of the OSS)

…open up avenues of information (through clinics, medical associations, hospitals, state institutions, private sanitoria, social psychiatric services, etc.) which may reveal changing frequencies of neurotic and psychotic cases and other evidences of personality disruption.

This section will develop objective indices and criteria by means of which from all such areas a quantitative picture may be kept continuously of the changing occurrence of various types of maladjustments (anxiety nuroses, hysterias, alcoholism, sex aberrations, crime, delinquency).

It will also attempt to ascertain the situational factors which may be producing the changing incidence of maladjustments of individuals in the various groups. An attempt will also be made to discover and appraise the psychologically compensatory mechanisms and other devices used by individuals in various groups to avoid and resolve their conflicts and frustrations arising from changing conditions. This section will also work up personality analyses of key leaders and typical members of significant groups in these representative areas. Recommendations will be made for preventative and therapeutic measures in areas and groups.


Profiling America

“The whole division will avail itself of whatever information is obtainable from government and private sources regarding propaganda methods, existing morale, the personalities of leaders, sociological and psychological weak spots and strong points. With these data integrated into the pattern of the American picture, the division will be able to offer recommendations of some strategic value to policy-making officers and agencies in the government.”Tryon to Dillon.

  • Mr. Dillon Clarence Douglas Dillon, son of a polish jewish immigrant who changed their name to “Dillon”, he headed up an international investment firm, then served in the OSS (obviously in some senior to Robert Tryon capacity) and later went on to be part of President Kennedy’s cabinet, as well as on the Cuban Missile Crisis committee, and becoming United States Treasury Secretary.

Among the many highly talented, ambitious and often well-connected members of the OSS, a number later achieved national prominence….C. Douglas Dillon.The glamorous aura, independence and social standing of the OSS brought in representatives of some of the wealthiest families in America—DuPonts, Mellons, Morgans, andVanderbilts—a fact that led some critics to suggest that the agency’s initials, OSS, actually meant “Oh, So, Social!”

Although Dillon grew up as a patrician, he was only twice removed from more meager means in Poland, where his paternal grandfather was born. Mr. Dillon’s grandfather, Samuel Lapowski, a Jewish immigrant from Poland, moved his family to Texas after the American Civil War and began building several businesses and propelling his children to higher social strata through education. Mr. Dillon’s father studied at Harvard and, at some point, changed his surname from Lapowski to Dillon, which was his mother’s maiden name. Dillon’s mother, Anne Douglass, is descended from Grahams Lairds of Tamrawer Castle at Kilsyth, Stirling, Scotland.

On his return from the war he became chairman of Dillon, Read and Company. A member of the Republican Party Dillon was a major contributor to the presidential campaign of Dwight D. Eisenhower. In February 1953 Eisenhower appointed Dillon as his Ambassador to France.

On the recommendation of Philip Graham President John F. Kennedy appointed Dillon as Secretary of the Treasury in January, 1961. Dillon was the United States spokesman for the Kennedy Administration’s program of aid for the economic development of Latin America under the Alliance for Progress Program in 1961. The work continued under President Lyndon B. Johnson, who had pledged his support for continuing aid for the Alliance for Progress. Dillon left office in April, 1965.

Dillon continued to be a major contributor to the funds of the Republican Party. He also donated $20m to New York Metropolitan Museum. He helped raise another $100m for its refurbishment. He also served as chairman of the Rockefeller Foundation, was president of the Harvard board of overseers, chairman of the Brookings Institution and vice-chairman of the US council on foreign relations.
