Overview

This CIA declassified document was recovered from the internet archive. It was declassified in 2004. This document is unsigned. This document is about accustoming the fledgling agent or handler to how to deal with, use, and recruit foreign informers.

Excerpts:

“One does not have to uncover [meaning break cover or false identity] himself to this group – for the most part rather detestable people, many of them gigolos – to make use of their services if he can live his cover, or keep them guessing.”

“Whether the informer be a novice or a shrewd professional – if a man, his weakness is more often than not good food, good drinks, black coffee, good American cigarettes, and of course money. When a job is finished he likes to relax, and with a little sympathy on the part of a generous companion who will pay for the food, the drinks and the smokes, he takes particular delight in confiding his secrets.

“For the most part, women who fall into the category of informers are “Cocottes” – women of easy morals – but not always pretty. Such was the woman informer of the Japanese Legation in Bucharest for nearly two decades.”

Some serious veiled woman-hating going on here…

“It would be much safer for the new man going out in the field to pay for food and drink for the professional male informer rather than to pick up a casual acquaintance with the professional female – even though she be “un peu passee”. [translation – “a little run”] It has been the experience of many that both women international spies and local women informers often prove to be the undoing of the new man in the field.
