This CIA declassified document was recovered from the internet archive. It was declassified in 2004. This document is from Chas W. Edwards (Services Officer) and routed generally to the Istanbul, Turkey SI office of the OSS. It details the last two heads of SI, and the appointment of the new head, Frank G. Wisner for Mission Istanbul (Turkey).
SI – Special Intelligence
The Secret Intelligence Branch of the OSS, patterned after the British Secret Intelligence Service (SIS), collected information from underground organizations. The SI Branch was led by various heads, such as Whitney H. Shepardson, Paul Helliwell and then William Casey.
After the war, SI officer Frank Wisner was put in charge of handling the Gehlen organization, a Nazi intelligence network. Wisner went on to become the CIA’s chief of the Office of Policy Coordination, the arm of the CIA engaged in political warfare, and committed suicide later in life.
Frank G. Wisner, Sr.
Frank Gardiner Wisner hailed from Mississippi where he attended an elite Episcopal boarding school in Virginia, graduated from the University of Virginia in 1931 and then from its law school in 1934. He was tapped for the Seven Society, the University of Virginia’s version of Skull and Bones, according to Evan Thomas in The Very Best Men. Burton Hersh tells us, however, in The Old Boys, that Wisner didn’t really fit into the mold from which most Wall Street attorneys are formed. Hersh instead paints a picture of a barefoot boy from the old South, a typical stereotype which sounds suspiciously like a cover.
When his father:
“…directed his only son to forget collegiate sidelines [two years after finishing law school he was hoping to win a place on a 1936 Olympic team] and get into something, Frank trooped along to Wall Street, where Woodberry Forrest classmates helped snag him a trainee berth at Carter, Ledyard and Milburn attorney to the Stock Exchange, where Franklin Roosevelt [had] practiced.” (Burton Hersh, The Old Boys)
John Lowery Simpson was the uncle of S.D. Bechtel’s wife, according to his obituary that appeared in the Los Angeles Times in 1981:
Besides Bechtel, Wisner had a connection into United Fruit as well through John Lowery Simpson, as well as through his later boss in the OSS, the head of OSS SI Whitney Shepardson. Shepardson was deeply involved with International Railways and the American International Corporation, and Simpson, was chairman of the board for 15 years of International Railways of Central America!

In 1948, the CIA created a covert action division, the Office of Policy Coordination (OPC). Frank Wisner was put in charge of the operation and recruited many of his old friends from Carter Ledyard. According to its secret charter, its responsibilities include “propaganda, economic warfare, preventive direct action, including sabotage, antisabotage, demolition and evacuation procedures; subversion against hostile states, including assistance to underground resistance groups, and support of indigenous anti-communist elements in threatened countries of the free world.”
In 1947 Wisner had established Operation Mockingbird, a program to influence the domestic and foreign media.
Cord Meyer’s first main role at the CIA was PROJECT MOCKINGBIRD which purpose was to influence the media towards British slavemaster goals. The CIA had thousands of Journalists on it’s payroll. One of the first targets of project Mockingbird was Senator Joseph McCarthy. McCarthy claimed that the CIA was a “sinkhole of communists”, and claimed he intended to root out a hundred of them. One of his first targets was Cord Meyer, who was still working for Operation Mockingbird.
Timothy Leary was recruited around 1947-48 by CIA agent Cord Meyer, and would later be used underneath Project MKUltra to promote LSD, “free love” and other American culture-breaking mind control operations. Leary, was also who acted as the initial handler for the founder of The Brotherhood of Eternal Love, a major LSD supplier and distributer group out of Southern California during the late 1960’s. Members of the Brotherhood had ties into the Church of Scientology and its Sea Organization and together with the CIA and MI6, utilized that organizations ships to move merchandise, personnel, guns and money. Leary would later be sponsored by one of the Mellon family, Paul. Paul was a member of the British Roxburghe Club, together with the Marquises of Salisbury, the Earls of Arundel, the Dukes of Devonshire, the Dukes of Norfolk, Lord Rees-Mogg, the Morgans and the Rothschilds. Paul Mellon was close to Richard Helms when the latter was CIA director 1966-1973. The Marquises of Salisbury is the Cecil Family – a bloodline of the real thing, a full out Slavemaster who lusts to rule the world. See Scientology Roots Chapter 21-2 for much more about the Cecils.

Cord Meyer was also President of The World Federalist association which sought to establish a one-world government (see Time article on Cord from February 16, 1948).

“Cord Meyer Jr., 27, is a pale young man with a preoccupied smile and wavy brown hair. His paleness and his preoccupation are the marks of war: he was very nearly killed on Guam. He lost an eye and had his face shattered when a Jap grenade exploded in his foxhole. Since his discharge from the Marines, Cord Meyer has been a young man on a crusade. He is the president of United World Federalists, which seeks to save the world through a limited federation before an atomic war destroys it.”

“A participant in the founding of the United Nations and an advocate of one-world government, Meyer spent almost three decades (1951-1977) with the Central Intelligence Agency (CIA), becoming one of its highest-ranking officers.”
This is the exact same time period that L. Ron Hubbard had started the “Allied Scientists of the World” yet another front group for the CIA/MI6 – with the same stated ideas of “saving the world” from the atom bomb. Hubbard also promoted one-world propaganda in stories that he wrote for Astounding Science Fiction, such as The End is not Yet published in August 1947.
Hubbard’s propaganda novelette The End is Not Yet was published the same year that Frank G. Wisner had resurructed Goebbel’s vicious propaganda machine to be used covertly against the American public as Operation Mockingbird. Wisner once boasted that the operation was like a mighty Wurlitzer –
… I can play any tune I want on it and America will follow along.
And L. Ron Hubbard was right there to help him.
In 1952, Frank Wisner became head of the Directorate of Plans, with Richard Helms underneath him as his chief of operations. This office had control of 75% of the CIA budget.
This man, Frank Wisner, was responsible for supervising the atrocities against Jacobo Arbenz Guzmán in Guatemala!! See Scientology Roots Chapter 18: New World Order in Central America. The US, headed by John Peurifoy, the new US Ambassador to Guatemala, and Frank Wisner implemented an elaborate plan entitled ‘Operation Success’ that included pirating a radio show that blocked the airways called the ‘Voice of Liberation,’ Armas attack on villages and trains, US pilots bombing Guatemala City, and Peurifoy demanding Arbenz resignation. All the while, the US claimed to have no intervention in Guatemalan affairs….
His son, Frank Wisner II, is a Council for Foreign Relations member, serving as officer for External Affairs, AIG Inc, as well as working under President Obama in various capacities.
A word about the Gehlen organization
Frank Wisner was put in charge of handling the Gehlen organization.
During the Second World War Gehlen served Adolf Hitler as head of military intelligence for the Eastern Front. This was where he formed his association with Wisner, who was head of OSS SI Eastern Europe. It was in this post that Gehlen had created a right-wing group made up of anti-Soviet Ukrainians and other Slavic nationalists into small armies and guerrilla units to fight the Soviets. The group carried out some of the most extreme atrocities that took place during the war. Gehlen was responsible for a brutal torture interrogation program of Soviet prisoners of war that resulted in the murder of three to four million Soviet prisoners.
This special treatment extended to included Franz Six, Nazi racial expert and SS intelligence specialist, who had led Einsatzgruppen mobile killing squads on the Eastern Front. Convicted of mass murder by an American military tribunal in 1948, Six was nonetheless given clemency in order to return to work for Gehlen’s Org.
The Gehlen Organization was also used to help Nazi war criminals escape to South America.
Nazi SS officer Gehlen was flown back into Germany in July of 1946, where he began his intelligence work by setting up an organization of former German intelligence officers. He set up a dummy organization in Munich called the South German Industrial Development Organization to mask his undercover operation and spy ring. Gehlen handpicked 350 Nazi German intelligence agents to join him; that number eventually grew to 4,000 undercover agents. This group was named the “Gehlen Organization” and it operated as a CIA spy ring. It was run by Gehlen until 1968.
Frank Wisner, functioned as Gehlen’s senior Handler, or Master as it is termed in spy lingo. The Gehlen organization was one of the main arms of Operation Gladio, which Wisner was also a co-founder of AND which L. Ron Hubbard of Scientology, was also mixed up in.
