In his book The Game Player, CIA agent Miles Copeland tries to politely address the subject of the CIA’s playing dirty mandate without revealing still classified documents on the matter.
But Miles always finds a way to let you know where the “pieces” are, one way or another, if you’re paying attention.
To understand Miles writing (including when he overly downplays or marginalizes something) these statements from the Acknowledgements portion of his book may be helpful –

Such is the case with this subject; the actual directives to begin engaging in playing dirty.

After the war, OSS Special Intelligece (SI) officer Frank Wisner was put in charge of handling the Gehlen organization, a Nazi intelligence network. Wisner went on to become the CIA’s chief of the Office of Policy Coordination, the arm of the CIA engaged in political warfare, and committed suicide later in life.

Miles’ senior boss, in other words. Frank was a typical IVY league OSS man, rich, arrogant, and totally out of touch with the very people he’s supposed to be in charge of “political warfare” on. Miles was having financial problems, and Frank just couldn’t think with that even being a problem and thought it was funny. Nice, eh?
Anyway, Miles tell us about a conversation he had after this with his lower boss – Kim (Kermit) Roosevelt JR.
He repeated the hint that he had made at regular intervals since I first met him: my ‘long-range thinking’ should be mainly in the field of covert action rather than in my assigned task of supervising the division’s secret intelligence operations.
So…Miles was also in charge of the SI operations as well! Bet that came in handy with his Frank Buchman and L. Ron Hubbard operatives.
Next…here’s where Miles puts one of his clues –
I’d heard him the first time. I’d already been spending all my spare time reading up on the staffwork that led to the creation of OPC*, its being combined with OSO to create what we called the DDP complex (DDP standing for Deputy Director, Plans), and the basic directives which started it in the direction which took us into troubles with the nation’s left wing.

You understand that these are other than the extremely ambiguous (and publicly visible) National Security Act that created the CIA, right?
The National Security Act of 1947 said only that the CIA it was creating was to ‘perform such other functions and duties related to intelligence affecting the national security as the National Security Council may from time to time direct’, and the follow-up directive dealing explicitly with the OPC only specified that it was to counter attempts of the USSR and its satellites ‘to discredit the aims and activities of the United States and other Western powers’.
The words ‘covert’ and ‘clandestine’ did not appear, but the fact that we were expected to engage in some pretty spooky activities was clearly implied in the stipulation that our operations
[…sic – “against hostile foreign states or groups or in support of friendly foreign states or groups which”]
must be ‘so planned and conducted that any US Government responsibility for them is not evident to unauthorized persons, and that if uncovered the US Government can plausibly disclaim any responsibility for them’.
You see, now that’s Miles trying to both get around telling that it was the directives he is not naming or referring to that actually lay out the dirty tricks and “pretty spooky activities” while at the same time trying to act like there was some implied understanding from one directive that came out June 18, 1948 after the CIA was already formed.*

These “operations” by the way, were initially conducted by the OPC where Miles was now in charge of exactly that.

It was all certainly one heck of a distraction from what Buchman and Hubbard were really up to.

I’ve already covered in several posts how Miles and his assistant Bob Mandelstam chose Hubbard and scientology to “hit ’em low” and to engage in getting “secret channels” into the minds of leaders around the world, so let’s fast forward to the year 1955 – when Miles had come back from Egypt and was now officially back in D.C. running this “political action” department of the CIA.

Hubbard had (the same month as Miles – July 1955) moved to Washington D.C. and officially incorporated the Founding Church of Scientology and it’s already PR surveyed new religion.
One of the first things Hubbard was tasked to do was to spread something called the Brainwashing Manual which was probably a compilation dreamed up by Eichelberger (one of Miles stable of propagandists) and to specifically use it to create a sort of controlled opposition to psychiatry and the upcoming Alaskan Mental Health Bill.
One purpose of this was to rope in (and find out who they are) unsuspecting activists or people who would try and stop the spread of the slavemaster behavior modification plan extraordinaire – psychiatry.
And… it’s slogan of being about “Mental Health“.
But the whole thing – psychiatry – was really a subversive operation. As John Rawlings Rees put it – Let us all, therefore, very secretly be “fifth columnists”.
*fifth column – a group of secret supporters of an enemy that engage in espionage, sabotage, and other subversive activities within the borders of a nation.
…I feel we need a long-term plan of propaganda. I doubt the wisdom of a direct attack upon the existing state of affairs…that would still raise opposition, whereas the more insidious approach of suggesting that something better is needed -” why shouldn’t we try so and so”- is more likely to succeed.
The evolutionary process is essentially British, and I think that we should make it a fundamental in our propaganda plan.
Of course, one of the other things the CIA loved to do (they got this from the British) was to run operations and watch what other government agencies do who don’t know that it’s actually their own government’s operation.
Nothing like a little live checking up on things, eh?
They (the CIA) particularly loved messing with the FBI – they also got that particular little fetish from the British, as well. William Stephenson was always messing with Hoover and Hoover bought it every time. That’s pretty sad, unfortunately.
So, one of the first things that happens after Hubbard tells his publisher to run off copies (as in it’s already prepared) in September of 1955 – is that he throws it at the FBI.
Probably smirking the whole time, no doubt.

That’s just about a picture-perfect example of exactly the current CIA view at the time – but, it happens to be a view that was Top Secret!
Ah, but Miles knew about it. That was part of what he’s trying to say without saying (that we discussed earlier) and would have told Hubbard.

It is now clear that we are facing an implacable enemy whose avowed objective is world domination by whatever means and at whatever cost. There are no rules in such a game. Hitherto acceptable norms of human conduct do not apply.

Considering what Hubbard would do to people in the name of “auditing” and “training” in scientology, I’d say he had that subvert, sabotage, and destroy business down cold.
