UPDATES: *August 2, 2012 - phone conversation with Public Affairs, NGA (see bottom of post for rough transcript) *August 13, 2012 - contacted the Inspector General Office NGA in DC(click here to see notes) .
My husband and I have begun investigating what Rocky Bundy said to us concerning his employment application to the NGA (National Geospatial Intelligence Agency) in 2008/2009.
In December 2010, there was a video call where Rocky made some quite alarming statements. I covered this briefly in my recent post (August 1, 2012):
2010 – December – video call (Skype)with Katie - This is when Rocky directly (for the first time) launches his verbal assault on my husband and I, and is when the CIA Blacklist revelation took place – he was trying to intimidate us again. This video call was recorded. I will be getting it back from who has it right now (for safe keeping), and it is going to be uploaded and available for viewing, because Rocky has taken to lying about what happened in that call – not only to his wife, her sister, and other members of the family, HE LIED TO HIS WORK ABOUT IT.
That simple fact alone, violates the rules of his Security Clearance in the NGA Intelligence Community. The following Screenshot from Skype’s history, shows Katie and us trying to get the Skype working for the planned video call.
On March 6 of 2011, I posted I’m On The CIA Blacklist, and parts of it originally discussed the video call with Rocky where he reveals that specific term as applied to me, brought up to him during his background check by the NGA. I have since edited that part, but I have retrieved what was originally posted about this conversation:
A couple of months ago my husband Mike was talking by video call to one of his daughters (from a previous marriage). Mike made a comment about that it was “too bad” that his grandson had been enrolled by his daughter’s former husband, in a Christian private school.
Suddenly, in the background, the daughter’s current husband pipes up and very antagonistically says “When you pay taxes, then you can have an opinion about religion.”
Put another way, the husband was spouting the same tired line that the Church of Scientology Office of Special affairs had it’s field agents spouting. “The McClaughrys don’t work.” etc. etc.
But wait, you have to pay taxes before you can have free speech??????
Needless to say, this raised a bit of a red flag, but before I get into what happened next – a little back history.
This second husband of Mike’s daughter, now works for NGA. (I believe the name is). By the way, “he” didn’t tell me that, I found it out as a result of my own research back in June of 2009.

There was a big Marine base back on the east coast where Mike’s daughter had moved with her first husband (whom she divorced after only a year or two).
The next part, concerning Rocky, said this originally, and was later expanded to include images and such, which I have included [excerpted]:

The first panel, moderated by Dr. Mike Sublett, continued a long tradition of inviting back recent Geography graduates who interned two summers previous, in this case interns from the summer of 2008. Rocky Bundy, a former Marine, interned at the Illinois State Geological Survey and currently works in Washington, D.C., for the National Geospatial-Intelligence Agency, where he is a Geospatial Analyst.”
In June of 2008 – out of over 700 applicants – Rocky was chosen by the Air Force (he was out of the Marines and a civilian at the time) for Officer Training School.
Jobs at the NGA are one of the careers they offer selectees to choose from.

Getting back to this conversation recently – the husband “lost it” and said some things I’ll bet he shouldn’t have, but hey, shit happens.
When Mike questioned him on what do you mean, I have to pay taxes before I can have an opinion. A back-and-forth conversation went on, with the husband saying things like “You don’t work” “You’re not a productive member of society.” (or something like that). Just spouting propaganda lines about Mike and I left, right, and center. Mike finally non-plusses the guy by saying, “I am 64 years old. I’m retired.” The guy went silent, and then (I couldn’t believe this) said “Yea, well how many YEARS did you work?”
Anyway, finally it got down to brass tacks, and the guy blurts out that basically, because you’re (Mike) married to VIRGINIA, I almost didn’t get my job!!
Err…what?
He says, my application was delayed for (I think it was) 3 months, because Virginia is BLACKLISTED BY THE CIA.
Err…
For what?
By now, he realizes he has SCREWED UP, and comes up with some lame response, like “cuz if you search her name on the internet, too many results come up”
Yea, right, that’s why I’m blacklisted. Sure. Not to mention, that at the time Mike’s daughter’s husband was applying for this job, Mike and I had no public presence on the internet. In fact, we had taken down our websites over 2 years previously.
Mike said, “well that’s odd, since MY name has more results than hers, and I have the Intelligence in the Church of Scientology background, as well as above Top Secret Clearance from the Navy. Why Virginia?”
More foot-shuffling by the guy….mumbles around. “I don’t know.” But then he shoots out in attack/defense mode: “But YOU have had your security clearance revoked because YOU ARE MARRIED TO HER.”
Wow!
Since this man *did* get the job eventually, I think an important question to pose would be, if *I* am blacklisted and such a “bad guy” presumably, why did he even get the job?
The Intelligence community rep doing his background check, (as per the husband) comes up with this “blacklisted” thing of his wife’s father’s spouse (me), and simply because the guy “signs a paper saying he’ll be good and not affected”, they just go “Oh, ok. No problem”?
That’s BS.
I sure hope that this guy wasn’t already recruited from the sticks (by a different Intel branch) to move in on Mike’s daughter as part of some sort of black op, with the “reward” of some cush job in the NGA.
Say it ain’t so…
Since Mike’s daughter has been “hooked up” with this guy, the only time she and Mike’s grandson have visited has been with the husband. Where he behaved rather oddly and wouldn’t let her be alone with us. Another stand-out thing about that visit, is that when just he and I were alone for a few moments on one particular occasion, he tried to antagonize/intimidate/degrade me and literally, got right up in my face. …”
“Back to the subject of Mike’s daughters visits here – Mike’s daughter has been allowed to visit her mother’s family numerous times. I say “allowed” because the husband doesn’t do what he does when it comes to visiting us (without him). Several times, Mike’s daughter has wanted to come visit as part of the trip to visit her mother. EVERY TIME, just as this could become a reality, the husband suddenly tells her “she has to come home now” (for whatever reason he invents), and she does.
Once or twice you could say, hey, things happen. But EVERY TIME? Nah, this guy’s got an agenda he’s running, probably actually someone else’s agenda.
This blacklisting thing – come to think of it, back in 2000 when I went with my father, my daughter, and a friend of hers to Puerto Plata, Dominican Republic, we all had gotten passports. This was the first time I ever used it.
I was RED X’d, on entry, and my passport was taken back into some back office for about 5 minutes, and then it came back and I was stamped through.
I was followed around for the first 4 days of our visit, by a tall, (very out of place in the Dominican where the people are very short) courtly-looking Spanish man, until he realized I wasn’t doing anything but laying in the sun, sitting at the bar having coffee, or watching the nightly show. Then he disappeared.
I was RED X’ed again on leaving. RED X means your passport has been “flagged”, which as a U.S. citizen, would have to have been done by the State Department in conjunction with the CIA.
I wrote a letter to the State Department head at the time, Colin Powell, asking why my passport was flagged (requesting details under the FOIA), and NEVER RECEIVED ANY RESPONSE AT ALL.
Not even a, “don’t know what you’re talking about”. Nothing.
So, if I was CIA BLACKLISTED that far back, that’s very interesting. Because back in 2000, Mike and I were only getting going on our websites. However, Mike had done his videos, exposing some of what HE knew about the CIA and the remote-viewing program.
But hey, HE doesn’t get blacklisted? I doubt that…”

IMPORTANT NOTE:

Marty Rathbun [of Operation Save Scientology infamy] was David Miscavige, head of the Church of Scientology, right-hand man at this time, and also was the superior over the Office of Special Affairs that would have been who carried out whatever false information was submitted to the CIA/Interpol/State Department causing my Passport to be flagged.

When questioned as to his role in carrying out Black Operations such as this against my husband and I – he was not honest in his reply, and instead chose to carry forward Standard Church of Scientology Party Line and accuse us of being crazy. His exact response was:

I would hazard a guess that as things move forward here, Marty will come to regret not taking the chance we gave him (back in 2010) to come clean.
Further, the place where my passport was flagged, was the same place as another critic of the Church was horrendously mistreated due to Marty Rathbun and David Miscavige’s false reports to government intelligence agencies and Interpol, and I discussed that too in the I’m On The CIA Blacklist post.

“4. During the three weeks I spent attempting to serve the Mayos, in the Dominican Republic and Miami, one incident was memorable. I was in Puerto Plata, Dominican Republic, attempting to serve them at their residence on October 5th.”
As a person who was exposing the Church of Scientology (like David Mayo), the similarity of how I got blacklisted and my passport flagged, in the same place as David Mayo, is downright spooky – wouldn’t you say?”

I will briefly summarize the Church of Scientology attacks on David and Julie Mayo – every time they left the United States they were detained and searched by Customs because the Church had sent a false report to Customs that they were drug runners. Their arrests in the Dominican were done because Scientology got Interpol to go after Mayo. Mayo was released from jail because the Church of Scientology accusations were just lies. Mayo sued the Church of Scientology and the Church had to pay him 2.9 million dollars for all of the unfounded harassment of Mayo.
In my book you can see story after story where the Church sent false reports to government agencies about the people that the Church considered its enemies. Virginia being blacklisted by the CIA is no doubt due to some lie that the Church of Scientology told the CIA about her.
We are not terrorists, not drug runners, not anti-government or anything else to deserve a Blacklisting by the CIA. We are loyal and patriotic Americans, not guilty of any crime.
Rocky had to sign a document saying he would not be “influenced” by us. What the hell would be influencing him about? We’re not doing anything “un-American” to influence him on.

About NGA Security Clearances -

One of the most important things (that is reiterated several times by the NGA) is that the employee, or prospective employee, NOT LIE TO THEM.
This alone, can be grounds for losing your security clearance.
Per the NGA’s own website, they conduct a complete background check.
“…eligible for a TOP SECRET/SCI security clearance…”
“Investigators will also examine the potential for conflicts of interest, potential to be coerced and the candidate’s willingess and ability to abide by regulations governing the use, handling and the protection of sensitive information.”
“…interviews with knowledgeable sources such as friends, neighbors, supervisors and co-workers.”
“Depending on your situation, the background investigations make take two and one half months or longer.”
Clearances must be updated at specific intervals, even if they are active clearances.
Top Secret – every 5 years
Secret – every 10 years
Confidential – every 15 years.
I would like to call your attention to this idiotic statement by Rocky (from the video call mentioned above), concerning Mike’s ABOVE Top Secret Clearance when he was in the Navy in the late 1960′s:

As you can see, Mike’s clearance would have expired ANYWAY in 1974! But that’s the kind of guy Rocky is – HE LIES at the drop of a hat.
The State Department, interestingly enough, is who is in charge if GIVING clearances – the same State Department that is tied in to the CIA through U.S. Embassies – the same State Department that presumably flagged my passport.
Their website has the following concerning clearances, which would apply to Rocky Bundy, of course.
National agency checks are conducted on spouses and/or cohabitants of individuals being processed for a Top Secret level clearance, with the spouse or cohabitant’s authorization. Additional investigations may be conducted when the spouse or cohabitant is a foreign national.
14. How often is a security clearance renewed?
An individual is normally subject to periodic reinvestigation at a minimum of every 5 years for a Top Secret level clearance and every 10 years for a Secret level clearance.13. For what reasons would I be denied a security clearance?
Various reasons exist for why someone may be denied a security clearance. The most important factors in an investigation are the individual’s honesty, candor, and thoroughness in the completion of their security clearance forms. Every case is individually assessed, using the National Security Board’s 13 Adjudicative Guidelines, to determine whether the granting or continuing of eligibility for a security clearance is clearly consistent with the interests of national security.The adjudicative guidelines include: allegiance to the United States; foreign influence; foreign preference; sexual behavior; personal conduct; financial considerations; alcohol consumption; drug involvement; emotional, mental, and personality disorders; criminal conduct; security violations; outside activities; and misuse of information technology systems.
14. How often is a security clearance renewed?

Rocky, for whatever reason, has to do this again in some capacity, this fall when he goes back from the school the NGA sent him to.
I’m not sure why that is, perhaps because he has been away and not on-the-job per se, or perhaps he has a higher security clearance than Top Secret that requirew re-investigation say, every three years instead of five.
Alright, that’s the background and side information. Now, we’ll move on to what actions we are taking in regards Rocky Bundy and his odd, aggressive behavior and insistence on “disconnection” with us, and….my Blacklisting.

This afternoon, (August 1, 2012) at approximately 1:45PM, I called the Inspector General’s Office and my husband and I reported Rocky’s duplicity in regards to this video call conversation – wherein he had lied to his work and told them he hadn’t informed me of any such thing (His employment application held up because of my blacklisted status). We also informed the person, briefly, as to the background of the Church of Scientology in regards to it’s critics (citing Paulette Cooper and David Mayo), and the fact that they had been caught sending their own agents undercover into government agencies. Her ears visibly perked up when I pointed out that the Church had been raided by the FBI because of the activities of it’s in-house Intelligence Unit called the Guardian’s Office, so I’m sure she will now check into those things.
NOTE: I feel I should interject something here, and that is how thankful I am of the efforts of people like Gerry Armstrong, Arnie Lerma, and others who have provided such excellent documentation of court cases and such, that is very helpful when dealing with non-Scientologist Intelligence or regular government agencies. A big thank you goes out to the people who have worked so tirelessly to put together websites that are literally warehouses of information.
I asked if Rocky trying to lie to his work about this conversation, and disassociating from us in order to keep his job were something that they were interested in, (security and moral character breaches) and the person responded very strongly that “Yes, this is definitely something we want to know about.” We informed the person briefly as to our background, our exposes of Church of Scientology criminal activity, including where it crosses into government intelligence agencies, and that we know that the majority of the intelligence community are not like that, but that some most definitely are. The person had no disagreement with that at all – in fact quite the opposite. We pointed out that the Church also has been documented as placing false reports in government agency files in order to harass people they have “declared Suppressive”, citing my passport being flagged, which validates that Rocky was telling the truth when he told me about my blacklisted status. The person agreed.
The next part of the conversation concerned beginning the actions of accessing this negative information concerning me, that as per Rocky, came up during his background check/employment application to the NGA. The person told us exactly who we need to talk to to submit a FOIA request of the part of Rocky’s file that concerns me. The call ended with us giving the person our phone number, should they need to contact us with any further questions, and the person was very thankful and gracious to us that we had taken the time to report this situation with Rocky, and that it was going to be referred right away, today, for investigation. We suggested that Rocky may be working with Church of Scientology Intelligence personnel, whether knowingly or unknowingly, and the fact that either way, he obviously he would not have mentioned that in his employment application, and that they may want to start checking deeper into his background and current activities to determine whether this is the case. The person was in agreement with this, and realized that it would most likely not have been something the recruiter would have known (or even thought of) to pursue, and that it would be relevant to check into now.

I have to say I was very impressed with the person I spoke to, such a far, far, FAR cry from dealing with criminal Intelligence personnel.
The person is more what *I* expect to see in a well-run Intelligence community. Quick to pick up on things, pleasant, unflinching, and very pleasant and respectful.
Possibly of interest, is that despite all the efforts of people like Marty Rathbun and the Church of Scientology, this person didn’t know anything about Scientology really other than “John Travolta or something…” – so us critics out here need to reach out and let more government employees in on what the heck Scientology really is. Perhaps letters to government newsletters? Info flyers to various offices like the Inspector General’s office? I’m open to any ideas!
We then called the Public Affairs office of the NGA, to track down who to speak with concerning whether it’s true or not, what Rocky keeps trying to allege, which is that he has to disassociate from family members, us, in order to keep his job – is that their Policy? Or is Rocky just making it up as yet another way to try and cut us off from my husband’s daughter and grand-daughter.
We then called the Office of Personnel Management, where we are initiating 2 things:
- Setting up a discussion with the recruiter responsible for Rocky Bundy’s background check concerning additional investigation material we can provide, plus questions concerning what actually came up in Rocky’s background check, concerning me.
and if necessary:
- Filing a FOIA request on the part of Rocky’s file that concerns me and my blacklisting, in order to track down WHY and BY WHO.

August 2, 2012 – Phone call with NGA Public Affairs
I (Mike) received a call today from a man working at the NGA Public Affairs office.
I told them that my daughter is married to an NGA employee, Rocky Bundy. I said Rocky has been exhibiting strange behavior towards my family – he refuses to talk to me and my wife, and he has also made efforts to prevent my daughter and granddaughter from talking to us and visiting us.
I said I would try to keep a long story short by just relating the highlights. I asked if he knew about the Church of Scientology and he did, and as I began describing their activities he was fully cognizant of them and understood what I was talking about.
I said…
Scientology has an intelligence unit that viciously attacks any critics of Scientology with the intent to ruin the person’s life completely. I worked for their intelligence unit for 8 years and I have personal knowledge of their policies and vicious practices against the people they target.
They got caught infiltrating government agencies and that resulted in an FBI raid in 1977.
The FBI got truckloads of their intelligence files that proved their harassment of critics and that led to 11 top Scientologists being put in jail and 35 civil lawsuits from some of the people they had been harassing.
As part of their harassment they would frame people for crimes they did not commit, such as planting drugs in their house and calling the police. Another classic method they use is to send false reports about the person to various government agencies – such as telling Customs that the person is a drug dealer so that they would be stopped and searched every time they used their passport.
In 1998 my wife and I left the Church of Scientology and began exposing crimes we knew about that the Church of Scientology was committing. We knew that we would become a target and get attacked for that but we felt it was important to expose these Scientology criminals for the world to see.
Around 2000 my wife’s father took her and our daughter to the Dominican Republic on vacation. Virginia was stopped on entering the country because there was a big red X on the computer screen. They held her up for 5 minutes then let her enter the country. She was then followed by a man for 5 days until he figured out that Virginia was not doing anything except going swimming.
When she left the Dominican, the same red flag was still there on the computer screen.
Virginia wrote a letter to the State Department, Colin Powell, and asked why her passport was flagged. She never got an answer.
Rocky started working for the NGA in Washington in 2009. This last year he was sent to a college in Southern California to improve his education and job skills. He will soon be done with that and then he will return to the NGA in Washington to resume working this Fall.
My wife and I were in a video call conversation with my daughter that is married to Rocky, ( in 2010). She told me that her son was being sent to a Christian private school and I said “poor guy”. When I said that, Rocky blew his top and got involved in the video call.
One of the things he said was that he almost did not get his job at NGA because my wife, Virginia, was BLACKLISTED by the CIA. He had to sign a document, saying that he would not be influenced by her, to get the job.
My wife and I had never heard the term CIA blacklist and so my wife made a post on our internet blog to see if anyone could shed some light on the CIA blacklist and what that was about. She mentioned that Rocky told us that.
That may have been secret information that he should not have told us, I don’t know.
It makes sense to us now why my wife’s passport was red flagged.
We think that Scientology must have sent a false report to the CIA as one of their dirty tricks in attacking us. We are not terrorists, or drug runners, or anti-government. We are loyal patriotic Americans. There is no valid reason why Virginia should be on the CIA blacklist.
Rocky told someone at NGA that he did not say that to us, and in that he lied. As I understand it, that was frowned on – to obtain and maintain a security clearance you are not supposed to lie to your employer. The man at the NGA Public Affairs office said that is correct.
As a further means to make himself ok to resume his job duties in Washington, Rocky planned to say he does not talk with us. He has attempted to extend that idea to my daughter and granddaughter, having them not associate with us or talk to us.
I did not think the government required him and my daughter and my granddaughter to not talk to us, in order for him to have his job at the NGA. The man at the NGA Public Affairs office agreed with me on that point, he said “I have never heard of such a thing.”
Therefore, since Rocky’s job is not requiring him to not talk to us, it is strictly his idea to not talk to us and that idea has nothing to do with his NGA job with the government.
An investigation into Rocky has been started by the Inspector General office and one thing that should be looked into is whether Rocky is acting this way towards us due to him being influenced directly or indirectly by Scientologists.
The other thing I am trying to find out is the name of Rocky’s recruiter, because that recruiter told Rocky that Virginia is on the CIA blacklist. The Inspector General office told us we could do an FOIA request on that part of Rocky’s file that talks about her.
The man at the NGA Public Affairs office said that is correct and gave me the e-mail address to make an FOIA request to the NGA. He also gave me the e-mail address to make an FOIA request to the CIA.
FOIA = Freedom of Information Act
The man at the NGA Public Affairs office said we should continue to work with the Inspector General’s office, they are the appropriate office to deal with this. He then provided me with their telephone number back East.
We then cordially ended our telephone conversation.

I would like to point out that Rocky cannot get out of the fact that he told us about Virginia being on the CIA blacklist. The reason is, his NGA recruiter knows he told Rocky that and also knows that he had Rocky sign a document saying he would not be influenced by us. That was a private conversation between Rocky and his recruiter and we had no way of knowing anything about it unless Rocky or the recruiter told us.
And the recruiter knows he did not tell us that – so that leaves only Rocky.
One thing that is really bad about all this, is that Rocky accepts negative information about us, without ever giving us an opportunity to answer the allegation. In his own mind, he convicts us as being guilty, without hearing any rebuttal we may have. Even worse, it seems that Rocky prefers to view us as being “bad”. This smacks of an agenda, much like the completely insane agenda that Scientology has directed toward us for the last 14 years.
With that said, it’s never too late for Rocky to turn this around. We are still willing to talk to him towards the goal of a peaceful and happy resolution for everyone concerned. – Mike McClaughry

At 3:04PM PST – called the number in DC for the Inspector General office, that the NGA Public Affairs gentleman had given me on August 2. Left a message concerning that I was checking up on whether the investigation started by the previous IG spoken to, had been referred and received by IG DC, and whether any further information was needed from me.
